摘要
运用政策范式的理论框架,以政策文本分析为基础,梳理建国以来高等教育质量保障政策的话语谱系后发现:高等教育质量保障政策话语在不同历史阶段有明显的变化,历经数次政策范式转变。根据重大历史事件发生的时间及政策权威理念的演变,可将建国以来我国高等教育质量保障政策大致划分为四种范式:建制-规范化(1949-1984年)、改革-平衡化(1985-2000年)、项目-集成化(2001-2014年)和卓越-国际化即高等教育强国战略(2015年至今)。当下我国高等教育质量保障政策正呈现出政策问题趋于宏大、艰巨,政策目标走向统合、贡献趋附,政策工具寻求多元、组合的发展态势。相关方面有必要在提升政策调研水平、细化政策问题基础上促成政策目标可测评以及在现代化治理体系视野下选用更为强大的政策工具,从而使高等教育强国战略的政策范式落地。
Using the theoretical framework of the policy paradigm,based on the analysis of the policy text,after combing the discourse genealogy of higher education quality assurance policies since the founding of the People’s Republic of China,it has been found that the discourse of higher education quality assurance policy has changed significantly at different historical stages and has undergone several policy paradigm changes.According to the time of the occurrence of major historical events and the evolution of the concept of policy authority,China’s higher education quality guarantee policies since the founding of the People’s Republic of China can be roughly divided into four paradigms:institutional-standardized,oriented(1949-1984),reformbalanced oriented(1985-2000),Project-integration oriented(2001-2014)and excellence-internationalization oriented namely strategy of strengthening the country through higher education(2015-present).At present,the quality assurance policy of China’s higher education is showing some development trends such as policy issues tend to be ambitious and arduous,policy goals are becoming unified and contributions oriented,and policy tools are seeking a diversified and combined.It is necessary for related parties to raise the level of policy research and refining policy issues to promote measurable policy goals and use more powerful policy tools from the perspective of a modern governance system so that the policy paradigm of the strategy of strengthening the country through higher education can be implemented.
