摘要
现代社会的风险具有系统性、广泛性和复杂性等基本特点。风险应对和危机治理需要充分发挥各主体的治理优势。相互弥补短板,协调推进,形成合力,最大限度地减少受灾群众生命和财产的损失。党的十八大以来,我国对进一步完善社会力量参与应急管理做出了一系列重大部署。以社会组织为代表的社会力量凭借其组织灵活性、民间性、公益性、志愿性等特征,在应急管理中发挥着重要的平台作用,成为党委领导、政府主导应急管理体系中的重要力量。
Emergencies in modern society are characterized by suddenness,uncertainty and complexity,crisis response and governance need to take full governance advantages of each body,make up for each other’s shortcomings,coordinate advancement,and form a joint force to minimize the loss of life and property of the masses suffering from disasters.Since the 18 th National Congress of the Communist Party of China,Chinese government has made a series of major deployments to further improve the participation of social forces in emergency management.Social forces represented by social organizations have been playing an important platform role in emergency management with their own characteristics,such as the virtue of organizational flexibility,popularity,public welfare,and voluntary,and become an important force in the emergency management system under the leadership of Party committees of the CPC and government-oriented.
