摘要
文章以极端天气气候事件为背景,描摹了执政党“统领”、政府“航标”、社会“掌舵”、企业“划桨”、科技“赋能”、舆论“助力”的多维度行动逻辑及其形成的治理格局。通过将西方的多中心治理理论融入中国“党政军民学,东西南北中,党是领导一切的”的话语体系中,在明确党委领导核心地位的基础上,理顺有为政府、有位社会和有效市场的权责关系,关注科技支撑和舆论引导的效力,建构了“立体式”治理格局。“立体式”治理格局的形成,为有效破解以极端天气气候事件为代表的灾害治理难题提供了破题方案。
Taking extreme weather and climate events as the background,the article describes the multi-dimensional action logic of the ruling party“Leading”,the government“Navigation Mark”,the society“Steering”,the enterprise“Paddling”,the technology“Enabling”,and the public opinion“Assisting”and the governance pattern formed.By embedding the western polycentric governance theory into China's discourse system of“The Party,government,military and civilian studies,the East,West,North and South,the Party is the leader of all”,and on the basis of clarifying the core leadership position of the Party committee,straighten out the power and responsibility relationship between a promising government,a competent society and an effective market,pay attention to the effectiveness of scientific and technological support and public opinion guidance,and build a“Three-Dimensional”governance pattern.The formation of the“Three-Dimensional”governance pattern provides a solution to effectively solve the governance problems of the risk society represented by extreme weather and climate events.
