摘要应急管理工作是社会经济增长和构建新发展格局的重要保障。党的二十大报告提出要优化政府职责体系和组织结构,完善国家应急管理体系。优化协同高效是深化党和国家机构改革的着力点,目前基层应急管理存在体制机制不健全、管理权限权责不明晰以及基层应急管理机构缺乏等问题,无法有效实现优化协同高效的改革目标,广东省汕尾市把实现更为安全的发展纳入坚持新发展理念,通过深化落实应急管理委员会的工作机制,将镇(街)基层管理体制改革与基层应急管理体制机制改革有机结合的方式,将“统一指挥、专常兼备、反应灵敏、上下联动、平战结合的中国特色应急管理体制”在市县基层真正落实到位,打通了地市乡镇由上到下的应急管理通道,推动基层应急管理体制实现优化协同高效。本文基于汕尾基层应急管理体制机制改革的创新探索,提出优化优化我国基层应急管理体制机制的四点有效途径和对策建议,即强化党委政府领导发挥应急治理统筹协调作用、加强应急救援力量建设、打造应急治理大数据信息共享平台、推动多元化主体参与基层应急治理。为进一步推动形成统一领导、权责一致、协同高效的基层应急管理体系和能力现代化建设提供有益借鉴。 Emergency management is an important guarantee for socio-economic growth and building a new development pattern.The report of the 20 th Party Congress proposed the optimization of the system of government responsibilities and organizational structure and to improve the national emergency management system.At thepresent time there are problems of unsound institutional mechanisms,unclear management authority and responsibilities,and lack of grassroots emergency management institutions.Consequently,these problemshindered the effectiveness of achieving the reform goal of optimization,coordination and efficiency.This paper is based on the innovations and findings of the systematic reform of the Shantou grassroots emergency management system.This paper proposes four effective ways and countermeasures to optimize the institutional mechanism of grassroots emergency management in China based on the innovative exploration of the reform of the institutional mechanism of grassroots emergency management in Shanwei:strengthening the leadership of the party committee and government to play a coordinating role in emergency governance,strengthening the construction of emergency rescue forces,creating a big data and information sharing platform for emergency governance,and promoting the participation of diversified entities in grassroots emergency governance.This paper provides useful reference for further promoting the formation of a unified leadership,consistent authority and responsibility,and coordinated and efficient modernization of the grassroots emergency management system and capacity.
