摘要
残疾人文化体育事业的蓬勃发展是实现残疾人文化体育权利的必然要求,也是衡量社会发展水平的重要指标。作为东亚模式的组成部分,中、日、韩三国有着相似的人口结构,然而受起步时间、社会认知和财政投入等因素的影响,其残疾人文体活动参与率存在较大差异。本文通过比较三国在残疾人文化体育事业发展历程、法制和机构建设、设施和服务建设等方面的差异,总结出中国在残疾人文化体育事业中'强政府、弱社会、弱参与'的特点。权利视阈下,发展残疾人文化体育事业需要多方协同努力,残疾人群体应增强自身权利意识,提升对文化体育生活的参与度与积极性;国家和社会则更应厘清责任归属,为残疾人参与文化体育生活提供均等的公共服务和良好环境。
The development of cultural and sports services for the disabled is an inevitable requirement for the realization of the cultural and sports rights of the disabled,and also an important indicator to measure the level of social development.As an integral part of the East Asian model,China,Japan and Korea have similar demographic structure.However,due to the factors such as the starting time,social cognition and financial input,the participation rate of the disabled people in sports activities varies greatly.By comparing the differences of the three countries in the development of cultural and sports services for the disabled,the construction of legal system and institutions,facilities and services,this paper summarizes the characteristics of the cultural and sports services for the disabled in China as'strong government,weak society and weak participation'.From the perspective of social rights,the development of cultural and sports services for the disabled needs coordinated efforts from all sides.The disabled groups should increase their awareness of rights,enhance their participation and enthusiasm in cultural and sports activities.The state and society should also clarify their responsibilities and provide equal opportunities to public services and good environment for the disabled to participate in cultural and sports life.
