中国高等教育数字化转型发展测度:区域差异及动态演进

Measuring the Digital Transformation of Higher Education in China:Regional Disparities and Dynamic Evolution

摘要 数字化转型是推动高等教育高质量发展的内在要求和重要着力点,精准测度高等教育数字化转型发展水平成为合理制定相关促进策略的关键。以30个省(市、自治区)的62所高等院校为案例样本开展调查,并基于2018—2024年教育数字化转型相关统计数据,分别运用可变模糊识别模型、障碍度模型、达古姆基尼系数、核密度估计模型对我国高等教育数字化转型发展所处阶段、障碍因子、区域内外部差异和动态演进特征进行分析发现:我国近年来高等教育数字化转型发展水平整体不断提高,但存在东高西低的区域差异;教育数据治理、人员数字化能力、数字化保障、新型教学模式和数字化教学评价是影响高等教育数字化转型发展的主要障碍因子;高等教育数字化转型的总体差异呈现逐渐缩小态势,其中区域间差异是影响总体差异变化的关键;高等教育数字化转型区域发展不均衡,呈现出由单极向多极分化的动态演进趋势。为全面推进我国高等教育数字化转型健康发展,应从夯实政策保障,打造教育协调发展的长效帮扶机制;加强区域内外联动,构筑数据互联共享的智慧教学空间;强化数字教育治理,构建U-G-2T-S多方协同创新发展机制;深化教师系统培训,建立数据驱动的新质素养测评体系等方面作为。 Digital transformation is an intrinsic requirement and key focus for advancing high-quality development in higher education.Accurately measuring the level of digital transformation in higher education is crucial for formulating effective promotion strategies.This study conducted a survey using 62 higher education institutions across 30 provinces(municipalities and autonomous regions)as case samples.Based on statistical data related to digital transformation of education from 2018 to 2024,it employed the variable fuzzy recognition model,obstacle degree model,Dagum Gini coefficient,and kernel density estimation model to analyze the developmental stage,obstacle factors,regional internal and external disparities,and dynamic evolution characteristics of digital transformation in higher education of China.Findings reveal as follows.The overall level of digital transformation in higher education continues to improve,yet regional disparities persist,with higher levels in eastern regions and lower levels in western regions;Key obstacle factors include educational data governance,personnel digital competency,digital infrastructure support,novel teaching models,and digital teaching evaluation;Overall disparities in digital transformation of higher education are gradually narrowing,with inter-regional differences being the key factor influencing this trend;Regional development in digital transformation of higher education remains uneven,exhibiting a dynamic evolution from unipolar to multipolar differentiation.To comprehensively advance the healthy development of China’s digital transformation of higher education,efforts should focus on strengthening policy safeguards to establish long-term support mechanisms for coordinated development of education,enhancing intra-and inter-regional collaboration to build smart teaching spaces with interconnected data sharing,reinforcing digital education governance to construct a multi-stakeholder collaborative innovation mechanism involving University-Government-Technology&Teachers-Students(U-G-2T-S),and deepening systematic teacher training to establish a data-driven assessment system for new competencies.
