高等院校分类发展是优化高等教育结构、提高人才培养质量、满足社会多元化人才需求的关键举措。作为高等教育学的学科奠基人,潘懋元从国情出发,对高校分类发展的动因、分类依据、体系构建、推进策略等方面进行了深入的理论研究和实践探索,形成了独具特色的高等院校分类发展思想,深刻地影响了我国高等教育政策的制定和实施,为高校的分类定位和特色发展提供了重要指引。潘懋元扎根大地、服务中国的学术理念,实事求是、勇于创新的学术品格,让他成为国际高等教育领域中当之无愧的“中国符号”。
The classified development of higher education institutions is a key measure to optimize the structure of higher education,improve the quality of talent cultivation,and meet the diverse talent needs of society.As the founder of the discipline of higher education,Pan Maoyuan,based on China's national conditions,has conducted in-depth theoretical research and practical exploration on the motivations,classification criteria,system construction,and promotion strategies of the classified development of universities.He has formed a unique ideology on the classified development of higher education institutions,which profoundly influenced the formulation and implementation of China's higher education policies and provided important guidance for the classification positioning and characteristic development of universities.Pan Maoyuan's academic philosophy of being rooted in the land of China and serving the country,as well as his academic character of seeking truth from facts and being brave in innovation,have made him a well-deserved“Chinese symbol”in the field of international higher education.
