摘要
[目的/意义]AIGC背景下虚假信息对数据安全构成了较大的威胁,探讨如何对其进行治理对保障数据安全、发挥AIGC的数据价值具有重大意义。[方法/过程]基于AIGC背景下虚假信息的成因、数据安全挑战及规制现状,深入分析虚假信息的生成与传播机理,结合法律规制、技术规制和机制建设三个维度,提出了针对不同阶段的治理策略,构建了从源头到传播的全链条治理框架。[结果/结论]应制定相应措施应对不同阶段的虚假信息,在生成阶段强化数据质量控制,在显现阶段实施实时监测与动态筛查,在传播阶段建立多元协同机制。
[Purpose/significance]Under the background of AIGC,false information poses a significant threat to data security.It is of great significance to exploring how to govern it to ensure data security and realize the value of AIGC data.[Method/process]Based on the causes,data security challenges,and regulatory status of false information in the context of AIGC,this paper deeply analyzes the generation and dissemination mechanism of false information,proposes governance strategies for different stages combined with legal regulation,technical regulation,and mechanism construction,and constructs a full chain governance framework from source to dissemination.[Result/conclusion]Corresponding measures should be formulated to deal with false information at different stages:strengthen data quality control in the generation stage,implement real-time monitoring and dynamic screening in the manifestation stage,and establish a diversified collaborative mechanism in the dissemination stage.
