摘要
AI大模型时代对高质量、多维度数据的需求,为档案数据要素价值释放提供了新的机遇,促使档案数据要素价值释放的理念、方式和形态发生新的转变。与此同时,AI大模型在应用过程中因为科学技术异化产生的社会偏见、道德失范等“双刃剑”现象,也导致档案数据要素价值释放面临档案数据伦理风险扩散、档案数据开放与数据安全矛盾的激化、档案数据服务进展与大模型驱动的数据服务模式的脱节、档案人员角色与技能的重新定位等多重挑战。为此,需要从重塑档案数据治理机制、升级档案数据监管体系、推动档案数据产品开发、强化档案数据人才培养等方面积极适应AI大模型时代的新形势,推动档案数据要素价值释放。
The demand for high-quality and multi-dimensional data in the era of AI big model provides new opportunities for the release of archival data elements value,and prompts the development of new transformations in the concept,mode and form of archival data elements value release.At the same time,the'Double-edged sword'phenomenon of social prejudice and ethical misconduct generated by scientific and technological alienation in the application process of AI big model has also led to the release of the value of archival data elements to face the proliferation of ethical risks of archival data,the intensification of the contradiction between openness of archival data and data security,the disconnection between the progress of archival data service and the data service mode driven by big model,and the development of archival data service mode driven by big model.To this end,it is necessary to actively adapt to the new situation in the era of AI big model in terms of reshaping the archival data governance mechanism,upgrading the archival data regulatory system,promoting archival data product development,and strengthening the training of archival data personnel to promote the release of the value of archival data elements.
