摘要
良好的档案管理是档案公共服务顺利开展的前提和基础。全国在线政务服务加速发展背景下,档案部门应充分认识数据管理职能所具有的提升政府治理和智慧政府建设效能、加速电子文件和档案数据管理升级和增强档案部门和档案工作社会影响等社会价值,认清该职能回归面临档案数据科学共识有待达成、政务数据概念范围有待厘清、政务数据管理职责有待明确和政策导向和协商机制有待确立等现实阻碍因素,通过意识醒悟、加强合作与工作转型保障自身依法有效履行数据管理职能。
Good archives management is the basis for providing archives public services.In the context of online government services,archives department should fully understand the social value of the data management function in enhancing government governance and smart government construction,accelerating the upgrading of electronic documents and archive data management,and enhancing the social impact of archives department and archival work,and recognize the obstructive factors that the return of data management function is faced with,such as archive data science consensus need to be reached,government data concept scope need to be clarified,government data management responsibilities need to be clarified,policy guidance and negotiation mechanism need to be established,etc.It is time for archives department to ensure data management function excuted in accordance with the law through awakening awareness,strengthening cooperation and work transformation.
