摘要
国家网信办发布的《区块链信息服务管理规定》明确了区块链信息服务提供者的信息安全管理责任,从国家层面对区块链与信息安全管理进行了规制。本研究以山东省青岛、广东深圳等地的五家档案局(馆)和企业为调研对象,采用实地查看、现场访谈、跟踪访谈等方式,对区块链技术应用于档案数据管理的社会环境、经济环境、技术环境进行分析,明确了其可行性与推广难点。区块链技术应用于档案数据管理,应在可信任机制、防篡改机制、分布式存储机制的优化方面继续推进。
The Provisions on the Management of Blockchain Information Service issued by the Cyberspace Administration of China(CAC)define the information security management responsibilities of blockchain information service providers and regulate the management of blockchain and information security at the national level.Taking five archive bureaus(libraries)and enterprises in Qingdao,Shandong province and Shenzhen,Guangdong province as the research objects,the paper analyzes the social environment,economic environment and technical environment of the application of blockchain technology in archive data management by means of field inspection and interview,and makes clear its feasibility and difficulties in promotion.The application of blockchain technology in archival data management should continue to advance in the optimization of trust mechanism,tamper-proof mechanism and distributed storage mechanism.
