京津冀生物医药产业政策三维量化比较

Three Dimensional Quantitative Comparison of Biopharmaceutical Industry Policies in the Beijing-Tianjin-Hebei Region

摘要 目的分析京津冀生物医药产业政策的特征与差异。方法使用北大法宝法律信息数据库,并在京津冀三地人民政府及药品监督管理局等省市级政府部门网站检索2014—2024年发布的生物医药产业相关政策文本。构建省市-细分领域-政策工具三维政策量化分析框架,分析三地近十年发布的省市级生物医药政策的外部特征、细分领域和政策工具。结果共纳入政策290项,其中北京104项,天津107项,河北79项。三地各年发文数量总体先升后降,在2020年达到峰值。省市政府是主要政策发布机构,但三地联合发布政策较少(仅1项)。环境型工具是使用最多的政策工具类型,其中规划布局(245次,89.48%)、市场塑造(205,70.69%)、监督管理(177次,61.03%)工具较常用。2016-2017年发布的政策中使用政策工具较密集,此后密度波动下降。细分领域中,北京的药品和生物制品、天津的医疗器械、河北的中药政策发布较多。生物制品领域的政策中供给型工具和需求型工具使用较多,而医疗器械和药品领域环境型工具使用较多。结论京津冀政策发布频率较相似,在细分领域形成差异化格局。产业政策应在科学供给和保障制度环境的基础上,使用更多的需求型工具助力国内外市场的开拓和培育,并通过三地联合发文提高协同性。 Objective To analyze the policy characteristics and differences of the biopharmaceutical industry in the Beijing-Tianjin-Hebei region.Methods The Laws and Regulations Database-Chinalawinfo was used and searched for policy texts related to the biopharmaceutical industry published from 2014 to 2024 on the websites of provincial and municipal government departments such as Beijing,Tianjin,Hebei Provincial People′s Government,and drug administrations.A three dimensional policy quantification analysis framework of provinces and cities-segmented fields-policy instruments was constructed,and the external characteristics,segmented fields,and policy instruments of provincial and municipal biopharmaceutical policies issued by the three places in the past decade were analyzed.Results A total of 290 policies were included,including 104 policies in Beijing,107 policies in Tianjin,and 79 policies in Hebei.The overall number of publications in each year of the three places first increased and then decreased,and reached peak in 2020.Provincial and municipal governments were the main institutions for policy release,but there were relatively few joint policy released among the three places(only one policy).Environmental-type policy instruments were the most frequently used,with planning layout(245 times,89.48%),market building(205 times,70.69%),and supervision and management(177 times,61.03%)tools being more commonly used.The policy instruments in policies released from 2016 to 2017 were more intensively used,and since then,the density had shown a fluctuating decrease.In the segmented fields,there were more policies on drugs and biological products in Beijing,more medical devices in Tianjin,and more traditional Chinese medicine in Hebei.Supply side and demand side tools were more commonly used in policies related to biological products fields,while environmental tools were more commonly used in the fields of medical devices and pharmaceuticals.Conclusion The frequency of policies released in the Beijing-Tianjin-Hebei region was relatively similar,and had formed a differentiated pattern in segmented fields.Industrial policies should be based on a scientific supply and guarantee system environment,using more demand driven tools to assist in the development and cultivation of domestic and international markets,and improving synergy through joint publications by the region.
