摘要
相互关联性如何形塑我国食品安全监管领域的政策工具选择是一个有待探讨的理论议题。本文以网络视角尤其是多层次网络为切入点,从多维度勾勒相互关联性:社会关联性、工具关联性以及社会—工具关联性;并提出了社会关联性促成趋同性工具选择、工具关联性促成同类型工具选择、社会—工具关联性促成集中性工具选择等假设。同时,根据2003—2017年中央发布的食品安全监管政策文本,建构“社会—工具”二模网络,并应用指数随机图模型加以分析。结果显示,社会关联性、工具关联性假设得到支持,即具有社会关联的监管主体倾向于选择相同的政策工具;监管主体倾向于选择相同类型的政策工具。本研究从多维度考察相互关联性对于工具选择之影响,关注工具维度、社会—工具维度的相互关联性;选用的二模指数随机图模型考虑了工具选择行为的内生性,也减少了统计结果的偏差。
This paper investigates how the choice of policy instruments is influenced by interconnectedness in China's food safety regulation.Took the network perspective,especially the multi-level network as a breakthrough point,this paper outlines interconnectedness from multiple dimensions:social interconnectedness,instrument interconnectedness and social-instrument interconnectedness.By fitting an exponential random graph model to the social-instrument network based on the official documents of food safety regulation issued by central government departments/bureaus from 2000 to 2017,we find that social interconnectedness promotes homophily,that is,actors tend to choose share policy instrument preferences and that instrument interconnectedness promotes the selection of instruments of the same type,in other words,actors tend to choose the same type policy instruments.This research examines the impact of interconnectedness on instruments selection from multiple dimensions,focusing on the interconnectedness of instrument dimensions and social instrument dimensions.The two-mode exponential random graph model selected in this paper takes the endogenousness of instruments selection behavior into account and reduces the deviation of statistical results.
