摘要
本文运用“需求-回应”分析框架,系统考察了新中国成立以来中国城市基层治理为应对经济社会结构变迁而发生的模式演进。研究发现,为回应不同时期的结构性需求,国家通过重塑组织形态、资源配置与技术手段,推动治理模式创新,形成了单位整合、科层嵌入、精细管理与共同体治理四种依次出现又相互叠加的主导模式。这一历史进程呈现出深刻的内在逻辑:城市基层治理的价值基石是以人民为中心的回应性,呈现出治理模式积累叠加的发展路径,在稳定性与创新性的动态平衡中,通过技术与制度的协同发展获得持续赋能。这些规律为推进城市基层治理现代化指明了方向,即构筑民意驱动的治理体系,形成富有弹性的复合治理框架,构建普惠便民的数字治理生态,并以制度化建设持续激活基层社会活力。
Drawing on a“demand-response”framework,this paper analyzes the evolution of urban grassroots governance models in China since 1949 as a reaction to profound socio-economic shifts.The analysis identifies four successive yet overlapping dominant models:unit integration,bureaucratic embedding,refined management and community governance.Each model represents a strategic state response to the structural demands of its era,achieved by reconfiguring organizational carriers,resource allocation,and technological tools.This evolutionary path is underpinned by a consistent logic:a people-centered responsiveness,a cumulative and layered developmental trajectory,a dynamic tension between stability and innovation,and empowerment through institutional-technological synergy.The article concludes that these historical patterns chart a future course for governance modernization centered on building a responsive,resilient and digitally-enabled framework that institutionalizes grassroots participation.
