摘要
党建引领网格化治理是新时代社区治理的重要实践样态。对山西省网格化治理实践研究发现,通过治理单元的整合与重构、党组织的规范与引领、群众路线的践行与维护和多元治理主体的协同与共建,基层社区形成了以网格党组织为实质治理单元,以群众路线为导向的治理机制,建立起党建引领网格化治理格局。究其实质,依托党的政治引领、组织引领、服务引领与制度引领手段,基层党建促进党群关系一体化、形成动员型社区治理结构,有效推动了社会治理。但仍需同步培养共同体要素,产生社区公共性,实现社区善治。
Guiding grid-based governance through Party building is a great practice in community-level governance in the new era.A study on the grid-based governance in Shanxi Province shows that through the integration and reconstruction of governance units,the standardization and guidance of Party organizations,innovative building of the mass line,and the collaborative building of multiple governance entities,a governance mechanism with grid-based Party organizations as the substantive governance unit and the mass line as the guidance has been put in place at the community level,forming a pattern of grid-based governance guided through Party building.In essence,through the political,organizational,service,and institutional guidance of the Party,primary-level Party building has promoted the people’s identification with the Party,and the formation of a mobilized structure for community governance,which plays an effective role in promoting social governance.However,it remains imperative to cultivate factors for building a community of social governance,foster awareness of the public good,and achieve sound community governance.
