摘要
自1949年以来,我国城乡关系在发展阶段上大致经历了从“分离”“统筹”到“融合”的赓续发展过程,其根本目标始终指向全体社会成员的全面发展,耦合着全体人民共同富裕的社会主义本质要求。从价值意蕴看,理念上的承衍与发展、主体与内涵上的价值同序以及统筹与共享的共同体行动,构成城乡融合与共同富裕耦合的核心要义;从生成逻辑看,城乡融合与共同富裕耦合于历史演进、理论含义与实践要求的三个基本维度且具有逻辑与现实自洽性。在此基础上,搭建“主体—空间—方向—机制”融合的城乡发展与统筹富裕行动框架,从加快构筑城乡共富社会网络、创新城乡共富应用场景以及引领城乡共富发展方向等一体化实践探索着手,充分释放驱动城乡共富发展的新动能。
Since 1949,the development of urban-rural relations in China has roughly undergone a continuous development process from“separation”to“coordination”and then to“integration”.Its fundamental goal always been the comprehensive development of all social members,coupled with the socialist essential requirement of common prosperity for all people.From the perspective of value implications,the inheritance and development of concepts,the value sequence in terms of subjects and connotations,and the community actions of coordination and sharing constitute the core significance of the coupling between urban-rural integration and common prosperity.From the perspective of generative logic,urban-rural integration and common prosperity are coupled with three basic dimensions of historical evolution,theoretical meaning,and practical requirements,and have logical and practical consistency.On this basis,a comprehensive action framework for urban-rural development and coordinated prosperity integrating“subject-space-direction-mechanism”will be established,focusing on accelerating the construction of a social network for urban-rural prosperity,strengthening the connection between urban-rural prosperity,and innovating application scenarios for urban-rural prosperity.This will fully unleash new driving forces for the development of urban-rural prosperity.
