摘要
城镇化是社会发展趋势,是经济发展中资源要素配置的社会的和地理的现象,由此形成经济社会结构的地域功能特区化及行政区化,呈现城乡关系层面的社会结构问题。在新的历史时期,城乡融合则是破解社会结构问题的钥匙,立足城镇化内涵,推进乡村城镇化,依据融合、共享与共富的底层逻辑与发展取向,强化区域型政府角色与使命,构建基于发展初衷的融合体制机制,拓展共享形式与层次。基于价值、配置与结构逻辑,架构新型城乡关系,重塑城乡融合与均衡发展结构,给予共享的帮助。基于城乡平衡发展,选择乡村城镇化的路径,实行共享的平衡策略,矫正偏离初衷的发展方式。
Urbanization is a social development trend and a social and geographical phenomenon of resource allocation in economic development,resulting in the regional functional specialization and administrative regionalization of economic and social structure,presenting social structural issues at the level of urban-rural relations.In the new historical period,urban-rural integration is the key to solving social structure problems.Based on the connotation of urbanization,we promote rural urbanization,strengthen the role and mission of regional governments based on the underlying logic and development orientation of integration,sharing,and common prosperity,construct a fusion system mechanism based on the original intention of development,and expand the forms and levels of sharing.Based on the logic of value,configuration,and structure,construct a new type of urban-rural relationship,reshape the structure of urban-rural integration and balanced development,and provide shared assistance.Based on the balanced development of urban and rural areas,choose the path of rural urbanization,implement a shared balance strategy,and correct the development mode that deviates from the original intention.
