突发洪涝灾害应急管理框架研究——基于城市内涝与山洪的典型案例分析

Research on Emergency Management Framework of Sudden Flood Disasters--Based on a Typical Case Analysis of Urban Water-logging and Mountain Flooding

摘要本文以郑州“7·20”城市内涝事件和文山丘北“5·27”山洪事件作为典型案例,利用主客体特征识别出关键事件,运用危机管理理论,从应急减缓、应急准备、应急响应及应急恢复四个阶段分析管理主体在应急管理活动中的关键事件,探讨洪涝应急管理活动系统中要素与要素间的关系。通过对比分析搭建典型城市内涝和山洪的洪涝应急管理框架。本文研究表明:突发洪涝灾害应急管理框架应包括核心活动和保障措施两个方面。应急管理活动的有效开展关键取决于应急管理主体的意识能力、果断性、专业性和应急管理客体的系统性、科学性、精准性、及时性。多元主体协同治理、应急监管活动有效开展和数字信息技术深度融合是以上关键因素实现的三个重要条件。 This paper takes as typical cases the“7·20”urban water-logging incident in Zhengzhou and the“5·27”flash flood incident in the north of Qiubei,uses the characteristics of subjects and objects to identify the key events,and applies the crisis management theory to analyze the key events of the management subjects in the emergency management activities across four stages:emergency mitigation,emergency preparedness,emergency response,and emergency recovery.It also discusses the relationship among the relevant elements in the flood emergency management activity system.Through comparative analysis,a flood emergency management framework for typical urban water-logging and flash floods was constructed.This paper shows that the emergency management framework for sudden flood disasters should include two aspects:core activities and safeguard measures.The key factors for the effective implementation of emergency management activities depend on the awareness,decisiveness,and professionalism of the emergency management subjects as well as the systematic,scientific,accurate,and timely nature of the emergency management objects.The collaborative governance of multiple subjects,the effective execution of emergency supervision activities and the deep integration of digital information technology are the three important conditions for realizing these key factors.
