当普及化遇上少子化:高等教育体系的“先立”与“后破” 被引量:7

When the Universalization of Higher Education Meets the Trend of Birthrate Decline:First Establishing and then Breaking Higher Education System

摘要 基于庞大的人口和有限的投入,高等教育资源长期供不应求。1999年扩大招生后,快速的规模扩张与强烈的升格倾向导致高等教育出现同质化发展和分层办学现象。近年来,高等教育普及化程度继续提升,与此同时少子化问题却日益严重,我国高等教育体系将在生源和经费两方面遭遇危机,但也迎来深化改革、提质增效的历史性契机。以“加快建设教育强国、办好人民满意的教育”为导向,我国高等教育体系建设亟须未雨绸缪,在生源急剧减少之前“先立”与未来发展形势相契合的变革理念与价值观念。然后打造多元立体的办学体系,构建分类增值的评价体系,设计长效融合的育人体系,逐步实现对同质分层办学方式、单一封闭评价制度以及优绩主义培养模式的“后破”。 Due to China's large population and limited input of resources for higher education over an extended period,there has been a persistent scarcity of supply for higher education resources.Since the enrollment expansion in 1999,rapid scale expansion alongside aggressive efforts to upgrade has resulted in homogeneous development patterns and runned schools at different levels within higher education institutions.While there has been ongoing progress toward wider accessibility to higher education in recent years,concerns about the declining fertility rate have become increasingly pressing.Consequently,China's higher education institutions face challenges related not only to students but also to funding sources;however,this presents an unprecedented opportunity for deepening reforms to enhance quality and efficiency.Guided by principles of“accelerating national educational advancement and fulfilling public educational needs”,appropriate reform concepts and values in line with anticipated future developments are urgently required to first establish for reshaping China's higher education landscape before any sharp reduction in student numbers.It necessitates establishing a multi-dimensional school-running system and constructing an evaluative model of classification and value-added while devising comprehensive long-term educational systems,then gradually breaking homogeneous and hierarchical schooling models,the single closed evaluation system,and the meritocratic training model.
