摘要
人口高质量发展是满足经济社会发展需要和人的全面发展要求的状态,是人口总量充裕、人口结构优化和人口素质优良三大核心要素的辩证统一。作为高质量发展的内在组成,人口高质量发展通过需求端扩大需求总量和优化需求结构,以及供给端增加要素数量、提升要素质量、促进技术进步等机理推动经济社会高质量发展,对现代化建设形成有力支撑。目前,我国已基本完成人口转变过程,呈现低生育水平、少子化老龄化及人口素质提升、区域人口增减分化趋势,对现代化建设提出新的现实要求。应坚持以系统观念谋划、以改革创新推动,优化人口发展理念和战略思维,构建全生命周期、一体化政策体系,推动人口高质量发展,更好支撑中国式现代化。
High-quality population development is a state that meets the needs of economic and social development and the requirements of comprehensive human development.It unifies an abundant population,an optimal population structure,and excellent population quality.As an inherent component of high-quality development,high-quality population development promotes high-quality development by expanding the total demand and optimizing the demand structure on the demand side,increasing the quantity and quality of factors on the supply side,and promoting technological progress,thereby providing strong support for modernization.At present,China has basically completed population transformation,presenting a low birth rate,population aging,improved population quality,and regional population growth differentiation,which puts forward new requirements for modernization.China should optimize the concept and strategic thinking of population development by planning from a systematic perspective and promoting development by reform and innovation and establish an integrated policy system of the full life cycle to promote high-quality population development,thus supporting the Chinese path to modernization.
