国内大循环背景下人口高质量发展的战略意蕴及现实向度

摘要近几年,全球政治经济环境显著变化,逆全球化趋势加剧。我国作为一个人口众多和超大市场规模的社会主义国家,在迈向现代化的历史进程中必然要承受其他国家不曾遇到的各种压力与挑战。面对百年未有之大变局,以国内大循环为主体的双循环战略是把握未来发展主动权的战略部署,人口高质量发展是促进内循环有效运转的必然要求。但由于人才供需矛盾突出、少子老龄化加剧、国内循环与人口结构变迁存在脱嵌,人口质量赋能国内循环仍存在改善空间。基于此,需促进人口高质量发展以推动人力资本循环与空间再平衡、强化生育保障以促进人口生产与结构调整、重视银发经济以扩大国内需求等多个维度发挥国内大循环下人口高质量发展的强大优势。 In recent years,the global political and economic environment has undergone significant changes,and the trend of de-globalization has intensified.As a socialist country with a large population and a large market scale,China will inevitably have to bear all kinds of pressures and challenges that other countries have never encountered in the historical process of moving toward modernization.In the face of great changes unseen in a century,the dual circulation strategy with the domestic cycle as the main body is the strategic deployment to grasp the initiative of future development,and the high-quality development of the population is an inevitable requirement to promote the effective operation of the internal circulation.However,due to the prominent contradiction between talent supply and demand,the intensification of the declining birthrate and aging population,and the disembedding between the domestic cycle and the demographic change,there is still room for improvement in the domestic cycle empowered by population quality.Based on this,it is necessary to promote high-quality population development to promote human capital circulation and spatial rebalancing,strengthen fertility security to promote population production and structural adjustment,and attach importance to the silver economy to expand domestic demand,so as to give full play to the strong advantages of high-quality population development under the domestic cycle.
