China's High-Quality Population Development:Connotation,Level and Regional Differences

摘要文章系统阐释了新时代人口高质量发展的理论内涵,通过构建人口高质量发展的综合评价指标体系,定量分析了中国人口高质量发展的基本态势和空间格局,探讨了区域差异的形成原因。研究发现,中国人口高质量发展呈稳步上升态势,不过区域间差异明显。从东西向来看,东部和中部地区人口高质量发展相对领先,西部和东北地区低于全国平均水平,存在较大发展空间;区域间差异是东西向区域差异的主要来源。分南北来看,人口高质量发展呈“南高北低”且不断分化的态势,区域内差异是南北向区域分化的主要原因。整体来看,人口分布和人口结构是区域差异的主要驱动因素。基于此,文章建议合理引导人口有序流动,统筹好人口与经济社会、资源环境的关系,优化人口结构,促进人口更高质量、更为协调、更加可持续发展。 This paper elucidates the theoretical connotation of high-quality population development in the new era.And it examines the high-quality population development status and spatial pattern in China by constructing a system of evaluation indicators,and it also explores the causes of the observed regional differences.We find that the high-quality development of China's population is rising,along with substantial regional disparities.Viewing from the disparity across the four regions at the longitude direction,the eastern and central regions are relatively ahead in high-quality population development,while the western and northeastern regions fall behind.Inter-regional differences contribute most to the regional disparity.From the latitude perspective,the high-quality population development is constantly differentiated with a patten of"high in the south and low in the north",and intra-regional differences contribute most in the North-South difference.Overall,differences in population distribution and population structure are the main drivers of regional differences.Based on this,the paper suggests to reasonably guide the orderly flow of population,balance the relationship between population and economy,society,resources and environment,optimize the population structure,and promote higher quality,more coordinated and more sustainable development of population.
