摘要
各层级政府间环保权责合理划分是协调经济与环境双重目标的制度保证。文章系统阐释环境分权对减排增效双重目标的影响及行政督察的调节作用,并采用长江经济带108个城市2003—2019年面板数据,以河长制实施、中央环保督察组进驻分别作为环境分权、行政督察的政策冲击,运用多期双重差分及三重差分方法进行实证检验。研究发现,(1)环境分权并未对工业污水排放强度及经济效率产生显著影响,环境分权的减排增效机制路径有待完善;(2)行政督察与环境分权组合政策显著降低工业污水排放强度,同时促进经济效率提升,即实现减排增效的“双重红利”;(3)机制分析发现,环境分权提升了环境治理效率,行政督察提升了环境治理执行力,组合政策通过提升环境治理成效实现“绿色红利”,同时组合政策已经促使地方政府转变环境治理思路,借助产业升级与绿色创新统筹解决经济环境问题,最终主要通过促进绿色创新实现经济增效的“蓝色红利”。因此,本文的政策启示是持续推进环境分权与行政督察政策实践,进而完善围绕绿色转型目标的部门间横向协作机制。
The reasonable division of environmental rights and responsibilities between central and local levels is the institutional guarantee for reconciling the dual goals of economic and environmental protection.This paper systematically explains the impact of environmental decentralization(ED)on the double dividends of emission reduction and efficiency improvement and the moderating effect of administrative supervision(AS).Based on the panel data of 108 cities in the Yangtze River Economic Belt from 2003 to 2019,the paper takes the implementation of the River Chief System and the installation of the central environmental protection supervision team as the policy impacts of ED and AS and uses the Dif-ference in Difference and Difference-in-Difference-in-Difference model for empirical test-ing.The results show that:①ED has no significant impact on the discharge intensity of in-dustrial sewage and economical efficiency,which it is urgent to improve mechanism path of emission reduction and efficiency enhancement of ED;②the policy combination of AS and ED significantly slowes down the discharge intensity of industrial sewage and promotes economical efficiency,that is,achieving the"double dividend"of emission reduction and efficiency promotion;③the mechanism analysis finds that ED improves the efficiency of environmental governance,and AS improves the implementation of environmental governance.Meanwhile,the combination of policies promptes local governments to change their measure on environmental governance and to coordinate economic and environmental issues through industrial upgrading and green innovation,ultimately achieving a"blue dividend"of improvement efficiency mainly through the promotion of green innovation.Therefore,the policy inspiration of this paper is to continue to promote the policy practice of ED and AS,and then improve the horizontal cooperation mechanism among departments for the goal of green transformation.
