摘要
科学评估“绿色-共享”数据政策对城市绿色转型的协同赋能效应,对于新发展格局下充分释放数据要素潜能和全面推进美丽中国建设具有重要现实意义。基于公共数据开放平台和绿色数据中心重构双边政策协同赋能的复合准自然实验,采用中国2011—2022年280个地级市的面板数据,应用双重机器学习模型和空间杜宾模型评估“绿色-共享”数据政策助力城市绿色转型的协同机制及多维效应。研究发现:(1)“绿色-共享”数据政策有利于协同促进城市绿色转型,且其能发挥比单一政策更为明显的赋能效果,该结论经一系列稳健性及内生性检验后依然成立;(2)“绿色-共享”数据政策可通过强化政府环保执法和提升公众环保意识的绿色治理效应,以及激发数字技术创新和促进数字人才聚集的数字驱动效应,为城市绿色转型间接提供“绿色+数字”双轮驱动力;(3)在政府的数字关注度、环保注意力较高的城市,以及市场的资源配置结构、科技营商环境较好的城市,“绿色-共享”数据政策协同赋能的绿色转型激励效应更为明显;(4)“绿色-共享”数据政策不仅直接有利于本地城市绿色转型,还会对邻近城市绿色转型产生更为明显的空间溢出效应。研究结论既为有效驱动城市绿色转型提供了新的视角,也为地方政府统筹释放“绿色-共享”数据政策合力、加快实现经济高质量发展提供了决策启示。
Scientifically assessing the“green-sharing”data policy s synergistic empowering effect on urban green transformation is of great practical significance for fully releasing data s potential and building a Beautiful China under the new development pattern.This study conducts a composite quasi-natural experiment of bilateral policy collaborative empowerment based on public data access platforms and green data centers.Using panel data from 280 prefecture-level Chinese cites collected from 2011 to 2022,this paper applies a double machine learning model and a spatial Durbin model to evaluate the collaborative mechanism and multi-dimensional effect of the“green-sharing”data policy to promote urban green transformation.The study has four main findings.First,the“green-sharing”data policy is conducive to synergistically promoting urban green transformation and can facilitate such transformation more than a single policy can.A series of robustness and endogeneity tests support this conclusion s validity.Second,the“green-sharing”data policy can indirectly drive urban green transformation by both the green governance effect of strengthening the enforcement of environmental law and enhancing public environmental awareness and the digital driving effect of stimulating digital technology innovation and promoting digital talent accumulation.Third,the“green-sharing”data policy s synergies are more prominent in cities whose governments pay more attention to digital and environmental protection and in markets that better allocate resources and markets with supportive technology environments.Fourth,in addition to directly facilitating local green transformation,the“green-sharing”data policy s effects noticeably spill over into neighboring cities.This study provides new information on effectively driving urban green transformation and informing local government s decision-making around harnessing the synergies resulting from the“green-sharing”data policy and accelerating high-quality economic development.
