摘要
探寻碳减排路径是学术界重点关注的研究话题。在碳减排路径中,合理地划分环境事务管理权力是实现碳达峰和碳中和的关键。文章利用2003—2020年长江经济带108个地级市的面板数据,采用空间杜宾模型研究了长江经济带环境分权对碳减排的影响。研究结果显示,从整体上看,环境分权对长江经济带碳排放具有显著促进作用,即环境分权程度越高,对碳减排的抑制作用越强。分区域看,环境分权对长江经济带碳排放的影响具有异质性,能够显著促进中游地区碳排放,显著抑制下游地区碳排放。此外,地方政府竞争在环境分权对碳减排的影响中体现为遮掩效应,对环境分权和碳减排起重要作用。基于以上结论,文章提出应该因地制策设定环境分权水平、合理引导地方政府竞争、推进环境保护协同治理机制。
Exploring the path of carbon emission reduction is a research topic that the academic community focuses on.In the path of carbon emission reduction,the reasonable division of environmental affairs management power is the key to achieve carbon peak and carbon neutralization.Based on the panel data of 108 prefecture-level cities in the Yangtze River Economic Belt from 2003 to 2020,this paper uses the spatial Durbin model to study the impact of environmental decentralization on carbon emission reduction in the Yangtze River Economic Belt.The results show that,on the whole,environmental decentralization has a significant role in promoting carbon emissions in the Yangtze River Economic Belt,that is,the higher the degree of environmental decentralization,the stronger the inhibitory effect on carbon emission reduction.From a regional perspective,the impact of environmental decentralization on carbon emissions in the Yangtze River Economic Belt is heterogeneous,which can significantly promote carbon emissions in the middle reaches and significantly inhibit carbon emissions in the lower reaches.In addition,local government competition has a masking effect on the impact of environmental decentralization on carbon emission reduction,which plays an important role in environmental decentralization and carbon emission reduction.Based on the above conclusions,this paper proposes that the level of environmental decentralization should be set according to local policies,the competition of local governments should be reasonably guided,and the collaborative governance mechanism of environmental protection should be promoted.
