摘要
地方政府行为叙事研究普遍认为,领导小组、指挥部、领导批示等是协调条块分割、成功竞争领导注意力的重要机制,其作用机理在于这些临设机构具有一定的政治势能。通过建构“情境—策略”理论分析框架,结合对L县宅基地制度改革过程的实证研究发现,现场推进会是县级弱势职能部门推动自身中心工作的有力凭借机制。县级弱势职能部门在工作中面临自身权责失衡、基层政府注意力有限分配的情境约束。县级弱势职能部门通过将运动式治理嵌入常规化治理,借助现场推进会这一工作机制,通过运用策略性话语争取到高位督办,实现正负激励结合,解决跨部门协同难题,从而有效推动自身中心工作。县级弱势职能部门凭借现场推进会推动中心工作的逻辑在于,落实了责任到人,缓解了政策周期性疲惫,解决了职责权限问题,实现了从政策制定到执行全过程监测的转型。对现场推进会的考察为接下来均衡权责配置、通过常规机制落实更多重点工作提供了理论认识。
It is generally believed in the narrative research of local government behavior that leading groups,headquarters and instructions of leaders are important mechanisms for coordinating the division of blocks and successfully competing for the attention of leaders,and their mechanism of action lies in the political potential energy of these temporary institutions.By constructing the theoretical analysis framework of“situation-strategy”and combining with the empirical study on the reform process of L County’s homestead system,it is found that the on-site promotion meeting is a powerful mechanism for the county-level disadvantaged functional departments to promote their own central work.The disadvantaged functional departments at the county level face the situational constraints of the imbalance of their own powers and responsibilities and the limited distribution of attention by the grassroots governments.By embedding“campaign governance”into“routine governance”,and by virtue of the working mechanism of on-site promotion meeting,the disadvantaged functional departments at the county level strive for highlevel supervision through the use of strategic discourse,realize the combination of positive and negative incentives,and solve the problem of cross-departmental collaboration,so as to effectively promote their own central work.The logic behind promoting their central work through on-site promotion meeting by the disadvantaged functional departments at the county level lies in the realization of the responsibility to individuals,alleviating the periodic policy fatigue,solving the problem of responsibilities and authority,and realizing the monitoring of the whole process from policy formulation to implementation.Through the investigation of the on-site promotion meeting,it provides theoretical understanding for the balance of power and responsibility allocation and the implementation of more central work through the conventional mechanism.
