结构嵌入与行为吸纳:数字技术助推城市基层治理的机制——兼论困境与超越被引量：24

Structural embedding and behavioral absorption,the mechanism of digital technology boosting urban governance at the grassroots level:Discussions of dilemma and transcendence

摘要以数字技术助推城市基层治理是基层治理创新的重要理论及实践议题。在技术与组织“互构论”视角下构建“结构嵌入—行为吸纳”分析框架,结合上海市H街道“数字孪生城市”案例,研究发现:数字技术通过结构嵌入与行为吸纳两种机制助推城市基层治理,且在结构嵌入过程中与客观制度规范、权力结构、条块关系等结构要素“互构”,在行为吸纳过程中与主观思维理念、行为方式、治理能力等行为要素“互构”。同时,在“互构”过程中存在技术迭代与制度保障对称性不足、技术嵌入与部门壁垒张力明显、技术赋能与基层管理者能力矛盾突出等现实困境。未来应促进技术发展与制度变革互惠共生、技术嵌入与条块关系耦合互动、技术赋能与基层管理者能力平衡互配。 It is an important theoretical and practical issue to promote urban grassroots governance innovation with digital technology.From the perspective of the"mutual structure theory"of technology and organization,the analysis framework of"structural embeddedness-behavioral absorption"is constructed.Combined with the case study of the"digital twin city"of Shanghai's H Subdistrict,it is found that digital technology promotes urban grassroots governance through two mechanisms of structural embeddedness and behavioral absorption,and in the process of structural embeddedness,digital technology"inter-constructs"with objective institutional norms,power structure,block relationship and other structural elements.In the process of behavior absorption,it"interconstructs"with subjective thinking concept,behavior mode,governance ability and other behavior elements.At the same time,in the process of"mutual construction",practical difficulties exist such as insufficient symmetry of technology iteration and institutional guarantee,obvious tension between technology embedment and departmental barriers,and prominent contradiction between technology empowerment and the ability of grassroots managers.Therefore,in the future,it is necessary to promote the mutualism between technology development and institutional change,the coupling and interaction between technology embedment and the relationship between blocks,and the balanced and mutual matching between technology empowerment and the ability of grassroots managers.
