摘要
提升产业链供应链韧性和安全水平是推动高质量发展的重要内容,也是统筹发展和安全的关键环节。产业链供应链韧性和安全表现出系统完备、“两化”支撑、自主可控、高端高质的典型特征,是抵抗力稳定性和恢复力稳定性的统一、高质量发展和高水平安全的统一。目前,我国产业链供应链韧性和安全还存在着供需冲击和预期转弱导致产业链供应链不稳定、工业化城镇化不同步导致产业链供应链不协调、关键技术“卡脖子”导致产业链供应链不完整等问题。鉴于此,中国应加快建立链条化重构的市场开放体系、区域化集聚的空间配置体系、网络化协同的技术创新体系和数智化赋能的价值增值体系,增强产业发展的接续性和竞争力。
Strengthening the resilience and safety of industrial and supply chains is an important part of promoting high-quality development,and also a key link to ensure economy development and safety.The resilience and safety of industrial and supply chains are characterized by a complete system,dual support with upgrading the industrial base and modernizing industrial chains,being self-supporting,and high quality.It is the unity of resistance stability and resilience stability,and the unity of high-quality development and high-level security.At present,the resilience and security of China's industrial and supply chains still have some problems,such as supply and demand shocks and weakening expectations leading to instability of the industrial chain supply chain,unsynchronized industrialization and urbanization leading to disharmony of the industrial chain supply chain,and “choking” of key technologies leading to incomplete industrial and supply chains.In this regard,we should accelerate the establishment of a market opening up system with chain restructuring,a spatial allocation system with regional agglomeration,a technological innovation system with network collaboration and a valuable system with digital and intelligent empowerment,so as to jointly build the continuity and competitiveness of industrial development.
