摘要
考察中央和地方层面发布的相关规划可知,发展应急产业的重要性已经获得了普遍重视。“十四五”阶段,应急产业的发展速度和规模将迎来显著提升。应急产业具有应急物资供给必要渠道和战略性新兴产业的双重属性,以提升供应链韧性为核心功能。现阶段,仅靠政府和企业难以保障应急产业核心功能的充分发挥,影响了发展成果的实效转化。当下,应当以发展应急产业协会为依托,在政府-协会-企业间构建良好的协调与合作关系。通过健全行业协会监管的制度体系、完善激励惩戒机制及其配套制度、健全多元化纠纷解决机制等途径,实现应急产业在法治轨道上的有序发展。
The investigation imposed on relevant plans and initiatives issued by the central and local authorities reveals the widespread attention drawn to the importance of developing the emergency industry.Throughout the 14th Five-Year Plan period,the development of the emergency industry is expected to witness a significant boost in terms of pace and scale.The emergency industry possesses the dual attributes of an imperative channel for emergency supplies and a strategic emerging industry,with the core function of improving the resilience of the supply chain.At the current stage,it is barely feasible to solely rely on the government and enterprises to ensure that the core functions of the emergency industry can be given full play.This undermines the practical transformation of the fruits of development.At present,adequate coordination and cooperation relationship ought to be established between the government,associations and enterprises,building upon the development of emergency industry associations.The orderly development of the emergency industry within the rule of law shall be accomplished through refined policies and frameworks of industry association supervision,enhanced incentive and punishment measures and their supporting schemes,as well as diversified dispute resolution mechanisms.
