摘要
对产业链供应链现代化虽然已有很多研究,但在何为产业链供应链现代化水平提升,其动力机制为何上仍未达成共识。本文在厘清产业链供应链构成要素基础上,根据新时期的特点和要求,从构成主体层面和结构层面对产业链供应链现代化水平提升的内涵进行了界定,提出提升产业链供应链现代化水平就是要使其更适应中国新发展阶段的要求、国际环境不稳定性不确定性增加的要求和新一轮技术变革的要求,为此,产业链供应链的现代化水平提升应包括创新能力更强、附加价值更高、更加可持续、更加数字化、更加安全可靠、更加公平、更加协调顺畅等维度。在分析既有产业链供应链升级类型基础上,本文从较为基础的层面将驱动产业链供应链现代化水平提升区分为终端需求驱动、要素供给驱动、区域产业布局驱动和融入全球产业分工体系驱动四大基本动力机制。在分析四大动力机制发生作用方式和面临主要约束的基础上,本文提出了突破约束的路径建议。
Although there have been a lot of studies on the modernization of industrial chain and supply chain,there is still no consensus on what is the driving mechanism of upgrading the modernization of industrial chain and supply chain.In this paper,according to the network characteristics of industrial chain and supply chain,the definition of upgrading the modernization in the field of both industrial chain and supply chain is proposed from the agent composing of the industrial chain and supply chain,and structure of the industrial chain and supply chain.According to the requirement of new development stage in China,the increasing uncertainty and instability of international situation and new technology revolution,upgrading the modernization of industrial chain and supply chain is supposed to obtain dimensions including stronger innovation capabilities,higher added value,and to become fairer,safer,smoother,more sustainable,more digital,more reliable,and more coordinated.Based on the analysis of the existing upgrading types of industrial chain and supply chain,this paper divides the driving mechanism of upgrading the modernization of industrial chain and supply chain into four basic driving mechanisms:terminal demand driving,factor supply driving,regional industrial distribution driving and integration into the global industrial division system.On the basis of analyzing the working modes of the four driving mechanisms and the constraints,this paper puts forward path suggestions to break through the basic constraints.
