摘要
加强社会组织党建工作是加强党对社会组织领导的重要内容。社会组织党建工作主要通过组织人力、理念认同等内源动力因素与制度支持、资源注入等外部助推因素将党组织引领优势转化为社会组织治理效能。对社会组织党建工作进行效能评价是社会组织党建工作的题中应有之义,也是检验党建引领社会组织提升其治理效能不可或缺的环节,因而建构党建引领社会组织提升治理效能评价指标体系有着重要的实践价值。建构这套评价体系应以促进党建引领社会组织在国家治理体系和治理能力现代化进程中发挥更大作用为基本思路,坚持统筹性与典型性相统一、可行性与动态性相结合、科学性与灵活性相统一等基本原则。通过实地调研和实证分析,将评价指标细分为社会组织运行的科学性指标、社会组织的党建嵌入指标、社会组织的党建引领指标以及党建引领社会组织提升治理效能指标等四重维度,建构起党建引领社会组织提升社会治理效能评价指标体系的基本框架。通过建构这套评价体系,以期对社会组织党建工作与治理效能进行量化评价,进一步促进社会组织党建工作规范化发展。
Attaching importance to the Party-building in social organizations is a significant part of strengthening the Party’s leadership over social organizations.The Party-building of social organizations mainly converts the potential energy of the Party organizations into governance efficiency through internal factors such as organizational manpower and concept identification as well as external factors such as institutional support and resource injection.To appraise the effectiveness of the Party-building of social organizations is the inherently meaning of itself,but also an indispensable part to test whether the Party-building leads social organizations to improving their governance effectiveness.Therefore,it is of great practical value to establish an appraisal index system of the Party-building leads social organizations to improving their governance effectiveness.From the perspective of field research and empirical analysis,this appraisal index system should be based on the idea of promoting the Party-building leads social organizations to playing a prior role in the modernization process of the national governance system and governance capacity,and adhere to the basic principles of combining the entirety and typicality,the feasibility and dynamics,the scientificity and flexibility.From the perspective of performance appraisal,the system is subdivided into four dimensions,namely,the scientific index of social organization operation,the embedded index of the Party-building of social organization,the leading index of the Party-building of social organization and the index of the Party-building leads social organization to improving their governance effectiveness.The above four sections constitute the basic framework of appraisal index system of the Party-building leads social organization to improving the effectiveness of social governance.By establishing this appraisal index system,it is expected to quantitatively assess the Party-building achievements and governance efficiency of social organizations,and further promoting standardized development of the Party-building in social organizations.
