摘要
乡村治理的数字化转型是数字乡村建设的重要内容。通过考察浙江省德清县的乡村数字治理实践,研究发现数字化治理体系并非以发展主义的技术增长逻辑进入乡村社会,而是在与乡村社会基础达成契合、与乡村传统治理模式进行调适的过程中发挥效能的。在与基层治理任务繁重、农村地区治理环境复杂、农民离村流动加剧等乡村社会条件实现契合的过程中,数字化治理体系通过全景可视、实时反馈、平台连通等机制为乡村带来治理革新。与此同时,数字化治理的“时空脱嵌性”及其“制度化专家”角色,则与基层权威的合法性形态、农民的日常生活世界之间存在张力,彰显出调适的必要性及可能路向。因此,数字乡村治理逻辑与传统乡村治理模式之间并非进步替代关系,应探寻数字治理与乡村社会之间新的平衡。
Among all the elements of digitalized rural construction,digitalized grassroots governance is definitely one of the most important tasks for the purpose of advancing a successful digital transformation in rural China.This paper examined the governance practices in Deqing County,Zhejiang Province,and found out that the expansion of digitalized governance schemes into rural society is not based on the logic of developmentalism technological penetration,but depends largely on the mutual fittedness of the digitalized governance tools within the social contexts of rural governing realities,and the necessary adjustments of the new system with the traditional governance model.Mechanisms such as panoramic visibility,real-time feedback,and platform-mediated connectivity,are seen as innovations that bring revolutionary changes to the local governing regime that facing challenges of overloaded governing tasks,complex governing ecologies and environments,and increasing population mobility.Meanwhile,the“Spatio-temporal disembeddedness”of digital governance and its role as an“institutionalized expert”have tensions with the legitimacy of grassroots authority and the daily life of peasants,demonstrating the necessity and possible direction of adjustment.Therefore,the relationship between digital rural governance logic and the traditional rural governance model is not a progressive alternative,and a new balance between digital governance and rural society should be explored.
