摘要作为一种创新的国家治理制度安排,全过程人民民主为民意收集、民智汇集和民意表达创设了优良的制度平台。全过程人民民主需要通过严格、规范和完整的程序链条设计,形成民主选举、协商、决策、管理和监督五个环节的程序机制,以保证全过程人民民主制度的有效运转,推动社会主义民主政治的制度化与程序化。全过程人民民主的参与实践程序需要守住民主选举程序关口,同时构建民主参与运行的程序体系,寻找理性共识指引民主协商推进机制,借助纠错纠偏方式创建民主监督的发现机制。在全过程人民民主的制度运行程序中,需要高度关注民主价值理念、制度和程序机制的统合建设,进一步优化和完善制度体系,确保人民群众民主权利能够得到有效行使。 As an innovation of national governance,the whole process of people's democracy has created an excellent institutional platform for the collection of public opinion,the collection of public wisdom and the expression of public opinion.The whole process of people's democracy needs to be designed through a strict,standardized and complete procedural chain to form a procedural mechanism of democratic election,consultation,decision-making,management and supervision,so as to ensure the effective operation of the people's democratic system in the whole process and promote institutionalization and programming of socialist democratic politics.It is necessary to safeguard democratic election process during the participation and practice of the whole process of people's democracy,and at the same time build a system for democratic participation,seek rational consensus to guide and promote democratic consultation,and create a democratic supervision mechanism by means of error correction.In the operation of the whole process of people's democracy,it is also necessary to pay close attention to the integration of democratic values,systems and procedural mechanisms,and further optimize and improve the system to ensure that the people's democratic rights can be effectively exercised.
