摘要
为了更好地界定现实存在的民主,达尔从20世纪50年代开始提出"多头政体"概念,并经过半个多世纪的发展建立起多头政体理论。多头政体以"多重少数人的统治"更精细地描述了当代西方民主中的精英主义特征,形成了选举官员、自由与公正的选举、包容的选举权、竞选官员的权利、言论自由、选择性的信息、结社自治共七个特征。多头政体存在着固化政治不平等、扭曲公民意识、歪曲公共议程、让渡最终控制等多种内在困境。
In order to better define the democracy in practice,Dahl put forward the concept of"polyarchy"from the 1950 s,and after more than half a century of development,he established the theory of polyarchy.The polyarchy regime has described the elitist characteristics of contemporary western democracy in more detail with the"rule by minorities",forming characteristics of elected officials,free and fair elections,inclusive voting rights,the rights of campaign officials,free speech,alternative information,association autonomy.There are many inherent dilemmas in polyarchy,such as longterm government that solidify political inequality,distort citizen awareness,distort the public agenda,and give up ultimate control.
