长三角区域环境协同治理的作用机理与实证检验被引量：4

摘要基于2005—2018年长三角区域41市的经验数据,采用合成控制法与空间分析工具检验区域环境协同治理的直接效果、空间效应和经济复合效果。检验结论有:(1)区域环境协同治理的直接效果具有明显的短期效应和问题导向特点,区域内环境排放逐渐趋同;(2)长三角区域环境排放空间关联较强,存在两极分化的空间集聚特征,“双低”区域分布在城市群外围,“双高”区域则集中于核心区域;(3)各城市环境排放与经济发展关系所处的阶段存在较大的空间异质性。结论表明,长三角区域环境协同治理需要长效动态机制的顶层设计,并应兼顾区际差异和空间异质性,以实现区域环境与经济协同高质量发展,而处于控制组的全国其他城市绿色高质量发展成果显著。 Based on the empirical data of 41 cities in the Yangtze River Delta region from 2005 to 2018,the direct effects of regional collaborative governance on environment were evaluated by the synthetic control method,and the spatial effects and the economic compound effect were tested by the spatial analysis tools.The main conclusions are as follows:(1)The direct effects of regional collaborative environmental governance have obvious short-term effects and problem-oriented characteristics,and the regional environmental emissions gradually converge;(2)The spatial correlation of environmental emissions in the Yangtze River Delta is strong,and there is a spatial agglomeration characteristic of polarization.The“double low”areas are distributed in the periphery of the urban agglomeration,while the“double high”areas are concentrated in the core area;(3)The spatial heterogeneity of the relationship between environmental emissions and economic development in different cities is great.The results show that the coordinated environmental governance of the Yangtze River Delta region demands the top-level design of long-term dynamic mechanism,and regional differences should be taken into account in order to achieve coordinated and high-quality development of regional environment and economy.Moreover,other cities in the control group have achieved remarkable green and high-quality development.
