摘要
跨界水污染问题在国内广泛存在,尽管政府多次出面解决跨界水污染纠纷问题,但仍不见效果。跨界水环境污染问题的产生因素很复杂,有自然因素,也有人为因素。从公共经济学的角度看,跨界河流是介于纯公共物品和私人物品之间的准公共物品。地方保护主义充当了跨区域环境污染产生的温床和保护伞。跨界污染问题具有长期性、艰巨性和复杂性。结合我国目前跨界水污染问题现状,从跨界河流的自然属性、环境管理体制、法律等方面,分析了我国跨界水污染问题产生的原因,并提出了跨界水污染防治对策。
Problems of Trans-boundary River still are universal, though the governments make great efforts to solve it. The causes of problem are complicated including the natural and man-made factors. In the point of common economics, trans-boundary river belongs to quasi common goods. Regional protectionism is the umbrella and seedbed of water pollution in the Transboundary river.The problems of water pollution has long-term, formidable, and perplexing traits. The paper discusses the causes of problems on trans-boundary river through analyzing their natural attributes, the system of environmental management, and the law, then gives the advices about preventive countermeasures.
