摘要
深入实施京津冀协同发展、长三角一体化和粤港澳大湾区建设的国家区域发展战略是我国"十四五"时期的发展重点。高等教育以其人力资本、科学研究、文化服务、国际化发展等资源优势赋能三大国家区域发展战略。但在资源赋能区域发展的过程中,高等教育面临着多重挑战,主要表现为人才结构与产业结构优化需求不平衡、创新资源投入与创新成果转化不匹配、基础文化设施与区域公共服务不对等、国际环境不确定性与扩大开放步伐不协调。为此,高等教育应优化人才结构,支撑区域产业结构升级;提升高校科技研发效率,加强区域产学研融合创新;探索高校文化共享共建,增强两馆区域服务能力;推进在地国际化发展,做强"留学区域"品牌。
It is the focus of China’s 14 th Five Year Plan period to deeply implement the national regional development strategy of coordinated development of the Beijing-Tianjin-Hebei Region,integration of the Yangtze River Delta and construction of the Guangdong-Hong Kong-Macao Greater Bay Area.Higher education,with its resource advantages of human capital,scientific research,cultural service and international development,empowers the three national regional development.However,in the process of resource enabling regional development,higher education is facing multiple challenges,which are mainly manifested in the imbalance between the demand for talent structure and industrial structure optimization,the mismatch between innovation resource investment and innovation achievement transformation,the inconformity between infrastructure and regional public services,the uncertainty of international environment and the uncoordinated pace of opening-up.Therefore,higher education should try to make some changes:firstly,optimize the talent structure and support the upgrading of regional industrial structure;secondly,enhance the efficiency of scientific and technological research and development in colleges and universities,and strengthen the regional integration of industry-university-research innovation;thirdly,explore the cultural sharing and joint construction of universities and enhance the regional service ability of the university libraries and museums;fourthly,promote the development of“Internationalization at Home”and develop the brand of“Study Abroad Destination”.
