How Higher Education Serves the Strategy of Innovation-driven Development during the “14th Five-year Plan” Period:New Requirements,Key Areas and Promotion Measures

摘要 "十四五"时期,国家经济社会发展对高等教育服务创新驱动发展在服务广度、深度、态度和效度上都提出了新的要求。"十四五"时期高等教育服务创新驱动发展要在以下七个领域着重发力:围绕创新能力,面向未来培养人才;围绕关键核心技术,集聚培养拔尖创新人才;围绕优势学科和特色领域,开展有组织科研;围绕前沿和新兴产业技术,推进跨学科交叉融合;围绕实际问题解决,促进跨界协同创新;围绕机制创新,加快科技成果转化;围绕师生合作,大力推进创新创业等。为实现这些重点领域任务,要着力强化教育责任意识,提升教育服务领导能力,增强学生学习实践体验,创新科研组织模式,完善高等教育评价体系,加强科研组织运营等。 During the“14th Five-year plan”period,higher education serves the strategy of innovation driven development presents new requirements in terms of service breadth,depth,attitude and validity.During the“14th Five-year plan”period,seven key areas should be emphasized in serving innovation driven development:cultivating talents who can adapt to future development around innovative ability,attracting and cultivate top-notch innovative talents around key core technologies,carrying out organized scientific research around advantageous disciplines and characteristic fields,facilitating interdisciplinary cross integration around the development of cutting-edge and emerging industries technology,promoting cross-border collaborative innovation around practical problem-solving,vigorously encouraging teacher-student cooperation innovation and entrepreneurship,and accelerating the transformation of scientific and technological achievements around the innovation mechanism.In order to promote the realization of these key areas,efforts should be made to strengthen the sense of education responsibility,improve the leadership of education services,enhance students’learning and practical experience,innovate the mode of scientific research organization,improve the scientific research evaluation system,and strengthen the operation of scientific research organizations.
