摘要
基于概念的自洽性,将体育产业高质量发展界定为"在新发展理念的指引下,能够更好地满足并引领人民真实体育消费需求,遵循市场准则、商业原则和运动项目属性,追求要素体系生态化、产业结构最优化和产品价值最大化的产业发展导向"。从哲学意义、科学意义和改革意义3个层面,解读了体育产业高质量发展的基本内涵:1)是合目的性、合规律性和治理有效性的统一;2)是要素质量、结构质量和产品质量的统一;3)是价值逻辑、事实逻辑与治理逻辑的统一。依据"主逻辑、元问题和总趋向"3个理论假设,阐述了体育产业高质量发展的问题论域:1)"何以必需"的伦理价值问题;2)"是其所是"的内在机理问题;3)"何以可为"的治理创新问题。
Based on the self-consistency of the concept,this paper defines the high-quality development in the sports industry as"an industry development orientation that can better meet and lead people’s sports consumption needs,follow market guidelines,business principles,and sports attributes,and pursue an ecological element system,optimized industrial structure,and maximum product value under the guidance of the new development mindset."This paper also interprets the basic connotation of"high-quality development in the sports industry"from three perspectives:philosophical,scientific,and reform significance:1)it is the unity of purposefulness,regularity and governance effectiveness;2)it is the unity of element quality,structure quality and product quality;3)it is the unity of value logic,fact logic and governance logic.In addition,based on the three theoretical hypotheses regarding"the main logic,meta-question and general trend",this paper expounds the problem domain regarding the high-quality development in the sports industry:1)the ethical value of"why is it necessary?";2)the internal mechanism of"what is it?";3)the governance innovation of"what could be done?".
