摘要
"一带一路"倡议的战略构想已引起学术界的强烈关注和讨论,其中也涉及体育领域尤其是体育赛事和冰雪旅游产业等方面。随着"一带一路"倡议的提出,2022年北京冬奥会的举办,以及国家旅游局、国家体育总局联合发布的《"一带一路"体育旅游发展行动方案(2017—2020年)》的实施,北京冬奥会推动我国"一带一路"沿线冰雪旅游产业融合发展不仅将受到政府和社会的广泛关注,也将成为体育学术界研究的重点课题。采用文献、实地调研和综合分析等研究方法,以"一带一路"倡议,北京筹办冬奥会正式进入"北京周期",国家旅游局、国家体育总局联合发布的《"一带一路"体育旅游发展行动方案(2017—2020年)》为契机,在分析"一带一路"倡议提出的背景、政策合力助推冰雪旅游产业深度融合发展的基础上,提出北京冬奥会推动我国"一带一路"沿线冰雪旅游产业融合发展路径的构想,即:加快冰雪旅游产业其他相关产业的深度融合发展,打造冰雪旅游产业与其他相关产业深度融合品牌;加快冰雪旅游与生态文化的深度融合发展,彰显冰雪旅游与生态文化深度融合的亮点;构建完善的冰雪旅游公共服务保障体系,为我国不同区域借助北京冬奥会契机,加快冰雪旅游产业的深度融合发展,提升区域冰雪旅游产业融合"软势力"提供理论与实践的借鉴。
The strategic concept of the"Belt and Road"initiative has aroused intense attention and discussion in various academic field,including the sports field,especially sports events and the snow tourism industry.With the proposal of the"Belt and Road"initiative,the promising of the Beijing Winter Olympics in 2022,and the Implementation Plan of the Development of Sports and Tourism according to the"Belt and Road"Initiative,jointly issued by the National Tourism Administration and the General Administration of Sports of China,the Beijing Winter Olympics promoted the integrated development of the ice and snow tourism industry along the"Belt and Road"will not only receive widespread attention from the government and society,but will also become a key topic in sports academia.Using research methods such as documentation,field research and comprehensive analysis,based on the opportunity of the proposition of"Belt and Road"initiative,Beijing’s preparation for the Winter Olympics officially entering the final stage,and the National Tourism Administration and the State Sports Administration jointly issued the Implementation Plan of the Development of Sports and Tourism according to the"Belt and Road"Initiative,on the basis of analyzing the background of the"Belt and Road"initiative and the policy to promote the deep integration of the ice and snow tourism industry,proposing the concept that the Beijing Winter Olympics will promote the development and the integration of the ice and snow tourism industry in the"Belt and Road"periphery area of China:as to accelerate the in-depth integration and development of the snow and ice tourism industry and other related industries,to create an in-depth integrating brand of the ice and snow tourism industry and other related industries;to accelerate and highlight the in-depth integration and development of ice and snow tourism and ecological culture,to construct the integral public service guarantee system for ice and snow tourism,providing theoretical and practical reference for different regions of China to take advantage of the Beijing Winter Olympics to accelerate the in-depth integration and development of the ice and snow tourism industry and enhance the"soft power"of the integration of regional ice and snow tourism industry.
