摘要 [目的/意义]政府数据开放的浪潮自2009年从美国兴起以后,逐渐席卷全球。在我国,省级政府作为一省内最高决策主体,承担着统筹省内数据开放的重任。面临各省不同的资源禀赋,揭示其数据开放绩效的生成逻辑及模式,对提高数据开放绩效水平以释放数据价值、提升政府透明度和治理能力具有重要意义。[方法/过程]从资源基础理论视角切入,基于国内16省数据开展模糊集定性比较分析,构建了“组织资源-财力资源-技术资源”分析框架,探索各类资源条件对省级政府数据开放绩效的影响路径。[结果/结论]平台资源是影响省级政府数据开放绩效的关键因素。省级政府数据开放高水平绩效有组织驱动型、技术驱动型、经济-技术驱动型和综合驱动型四种生成模式。 [Purpose/Significance]The wave of government data opening has gradually swept the world since it rose from the United States in 2009.In China,the provincial government,as the highest decision-making body in the province,undertakes the responsibility of coordinating the data opening in the province.Facing the different resource endowments of each province,it is of great significance to reveal the generation logic and mode of its data opening performance,so as to release data value,enhance government transparency and governance ability.[Method/Process]From the perspective of resource-based theory,this paper conducts a fuzzy set qualitative comparative analysis based on data of 16 provincial governments in China,constructs an analysis framework of"organizational resources-financial resources-technical resources",and explores the influence path of various resource conditions on the performance of provincial government data opening.[Result/Conclusion]Platform resources are the key factors affecting the performance of provincial government data opening.The high level performance of provincial government data opening can be divided into four types:organization-driven,technology-driven,economic technology-driven and comprehensive-driven.
