摘要
开放数据政策对政府数据开放至关重要,发挥关键的指导引领作用。文章从政策形式、政策工具和政策内容三个维度构建分析框架,对中国省级政府开放政府数据相关政策进行分析。结果表明,在政策形式维度方面,开放政府数据专门政策较少,各种政策形式均有涉及,以计划类和规范类政策文本为主;政策工具维度上,供给型政策工具为主,环境型政策工具为辅,需求型政策工具的重视程度急需提高;政策内容方面,开放机制是关注的焦点,平台建设和数据利用相关内容涉及相对较少。在此基础上,为我国开放政府数据政策制定和完善提供建议。
Open government data policy is crucial to the implementation of open government data and plays a key guiding role.This article constructs a three-dimensional analysis framework from the perspectives of policy forms,policy tools,and policy content,and analyzes the relevant open government data policies of Chinese provincial governments.Results indicate that in the dimension of policy form,there are few special policies for open government data,and various policy forms are involved,mainly planning and regulatory policy texts;in the dimension of policy tools,supply policy tools are dominant,environment-oriented policy tools are supplemented,the importance of demand-based policy tools needs to be increased urgently;in the dimension of policy content,open mechanism is the focus of attention,and platform construction and data utilization are relatively less involved.On this basis,this paper provides suggestions for the formulation and improvement of China’s open government data policy.
