摘要
脱贫攻坚与乡村振兴相辅相成,二者具有内在的统一性,但也具有较强的异质性,仅分析统一性而忽视差异性或者仅分析差异性而忽视统一性,都不利于实现这二者的有效衔接。脱贫攻坚与乡村振兴的统一性决定了二者有效衔接的可能性和重点领域,脱贫攻坚与乡村振兴的异质性决定了二者有效衔接面临的困难和矛盾。基于上述分析,本文提出了脱贫攻坚与乡村振兴有效衔接的推进机制和建议,旨在加快形成全面脱贫和乡村振兴战略互动互融的良性格局,进一步巩固脱贫攻坚成果、提高乡村振兴质量。
Poverty alleviation and rural revitalization complement each other as they bear both internal unity and strong heterogeneity.A focus on an analysis of either side is not conducive to an convergence of the two.The unity determines the possibility and key areas of their convergence,while the heterogeneity decides the difficulties and contradictions of the convergence.This paper,based on the above analysis,puts forward the promotion mechanism and suggestions for a connection between poverty alleviation and rural revitalization,targeting to accelerate the formation of a benign pattern of their strategic interaction and integration,so as to further consolidate the achievements of poverty alleviation,thus enhancing rural revitalization.
