摘要 "十四五"时期,随着中国经济高质量发展的纵深推进,以供给侧改革为主线,以资源要素配置优化为中心,以实体经济为着力点的发展模式转型进入深水区。工业用地,作为供给侧的关键生产要素,也是实体经济的重要空间载体,其合理、高效配置不仅关乎中国实体经济由大到强蜕变,关乎国土空间开发保护与城镇空间结构优化,还关乎城市品质提升与创新转型。面对当前工业用地配置存在的区域配置规模不经济、配置效益备受争议、数字化监管程度不高等一系列关键问题,本文认为应四级联动,对配置规模与结构进行精明调控;应分段施策,对配置底线与效益进行精准管控;还应刚柔相济,对配置规则与模式进行精细把控,通过多维度、多尺度工业用地配置优化,为"十四五"时期推动中国经济高质量发展提供产业空间保障。 During the 14 th Five-Year Plan,with China’s economy has entered the deepening stage of high-quality development,the transformation of China’s development model,with supply-side reform as the baseline,optimization of resource allocation as the central task and the real economy as the core,has entered‘deep water’.Industrial land,as one of the most important factors of production on the supply side and the core spatial carrier of the real economy,which allocation is not only closely related to the metamorphose of China’s real economy,the development,protection and structural optimization of national land and space,but also related to the improvement of urban quality and industrial innovation.In face of some shortages of industrial land allocation such as the diseconomies of scale at regional level,the controversial of allocation effects and the low level of digital supervision,this paper proposes three optimized paths,which include regulate the scale and structure of industrial land allocation,stimulate the bottom line and effects of industrial land allocation,and put forward some new rules and modes of industrial land allocation,in order to provide industrial space guarantee for China’s high-quality development during the 14 th Five-Year Plan.
