摘要
社会发展的复杂性和异质性要求公共治理的过程中重视"人"及其情感的回归,情感治理话语随之兴起。社区即"人区",单一的刚性治理方式在面对居民因负面情感而采取不合作行为时的失灵表现,要求重视居民情感并发挥情感的力量。情感作为治理的对象和手段之一是对传统情感治理理解的进一步深化。从该立场出发,社区工作者通过"以规治情"和"以情治情"两条路径,作用于居民具有流动性的情感差序格局,最终达到"合法、合理、合情"的治理效果,是社区情感治理作用发挥的逻辑和路径。
The complexity and heterogeneity of social development require the public governance to pay attention to the return of“people”and their emotions,and the emotional governance discourse rises accordingly.Community is the“human area”,the single rigid governance mode in the face of residents’uncooperative behavior failure performance because of negative emotions,requires attention to the feelings of residents and give full play to the power of emotion.Emotion as the object and one of the means of governance is to deepen the understanding of traditional emotional governance.From this standpoint,community workers act on residents’fluid emotional differential order pattern through two paths,“influencing emotion with informal norms”and“influencing emotion with emotion”,and finally achieve the“legal,reasonable and humane”governance effect,which is the logical and path of community emotional governance.
