摘要
采取扶贫开发新举措、寻求经济发展新出路是我国扶贫开发重大战略的关键性问题。在扶贫开发实践过程中,习近平从贫困地区生态环境脆弱、生产生活难以维持、内生发展动力不足等现实问题出发,创造性地提出了生态扶贫理念。生态扶贫理念是习近平扶贫开发战略思想的重要组成部分,是坚决打赢脱贫攻坚战的理论法宝之一。其中所蕴含的丰富民生意蕴,为我国民生建设确立了阶段性目标、价值性目标和根本性目标,为民生发展明确了生态建设与经济发展相统一、思想观念与行动指向相统一、立足当前与着眼长远相统一的基本原则,为民生工作确立了构建多元主体共同参与格局、制定多措并举工作实践方案、搭建多维运行机制保障框架的实践路径,既符合了民生建设的一般性规律,又契合了民生发展的现实性诉求,对新时代推进以改善民生为重点的社会建设具有重大现实意义。
It is the key issue of China’s major strategy of poverty alleviation and development to adopt new measures for poverty alleviation and development and seek new ways for economic development.In the process of poverty alleviation and development practice,Xi Jinping creatively put forward the concept of ecological poverty alleviation from the realistic problems such as fragile ecological environment,difficult to maintain production and life,and insufficient endogenous development power.The concept of ecological poverty alleviation is an important part of Xi Jinping’s strategic thought of poverty alleviation and development,and is one of the theoretical magic weapons to resolutely win the battle against poverty.It contains rich meaning of people’s livelihood,establishes the stage goal,value goal and fundamental goal for the people’s livelihood construction of our country,and clarifies the ecological construction for the people’s livelihood development.In line with the general law of people’s livelihood construction and the realistic demands of people’s livelihood development,it is of great practical significance to promote the social construction in the new period,focusing on people’s livelihood.
