社会信任与城镇居民森林生态补偿支付意愿研究——基于黑龙江省的调查数据被引量：15

Social trust and willingness of urban residents to pay for forest ecological compensation——Based on the survey of Heilongjiang

摘要基于黑龙江省城镇居民的问卷调查数据,运用二元Logistic模型从社会信任视角实证分析城镇居民生态补偿支付意愿的影响因素。研究结果显示:1)67.4%的受访城镇居民对森林生态补偿具有支付意愿,其最愿意支付的生态服务功能为保持水土功能;32.6%的受访人群不具有支付意愿,主要原因为"自身经济条件限制和担心政府不能专款专用"。2)社会信任在城镇居民生态补偿支付意愿决策中发挥显著的促进作用。公共信任中,环境法规信任、地方政府信任都显著正向影响城镇居民支付意愿;人际信任中,亲人信任对支付意愿影响较大,而邻居信任影响不显著。3)年龄、受教育程度、家庭人均收入水平和生态认知也是影响城镇居民支付意愿的主要因素。以上研究结论为政府从社会信任途径引导城镇居民参与森林生态补偿提供理论支持和政策启示。 Based on the survey data of urban residents in Heilongjiang,an empirical research was conducted by using Logistic model.The results showed that:(1)67.4%of the respondents had willingness to pay for forest ecological compensation,and the most payment services are to maintain water and soil functions,while 32.6%of the respondents had no willingness to pay for forest ecological compensation,mainly because of"their own economic conditions and worries that the government can′t make special use of the funds".(2)Social trust plays a significant role on promoting the decision of urban residents′willingness to pay for ecological compensation.In interpersonal trust,relatives′trust has a great influence on willingness to pay,but neighbors′trust has no significant influence.(3)Age,education,per capita household income and ecological cognition are also the main factors that affect urban residents′willingness to pay.The above conclusions provide theoretical support and political implications for the government to guide urban residents to participate in forest ecological compensation through social trust.
