摘要
江西坚持“绿水青山就是金山银山”的理念,坚持扶贫开发与生态保护并重,初步走出一条脱贫攻坚与生态文明建设“双赢”的新路子。目前,江西生态扶贫主要有“五种模式”:“生态产业+扶贫”模式、“生态治理+扶贫”模式、“生态工程+扶贫”模式、“生态补偿+扶贫”模式、“生态搬迁+扶贫”模式。同时当前江西生态扶贫也存在一些短板,例如制度供给不够充分、生态产业培育不够成熟、生态扶贫保障不够有力等。文章主要从制度角度对江西生态扶贫提出建议:建立健全生态扶贫规划引导制度体系、健全生态产品价值实现机制、强化生态扶贫利益联结机制、创新生态产业扶贫造血机制、筑牢生态扶贫绿色金融保障机制。
Jiangxi adheres to the concept of“green mountains,green mountains and golden mountains and silver mountains”,insists on equal emphasis on poverty alleviation and development and ecological protection,and has initially taken a new path of“win-win”for poverty alleviation and ecological civilization construction.At present,Jiangxi's ecological poverty reduction mainly includes“five models”:“ecological industry+poverty alleviation”model,“ecological governance+poverty alleviation”model,“ecological engineering+poverty alleviation”model,“ecological compensation+poverty alleviation”model,“ecological relocation+poverty alleviation”“mode.At the same time,there are also some shortcomings in Jiangxi's ecological poverty alleviation,such as insufficient institutional supply,immature ecological industry cultivation,and insufficient ecological poverty alleviation.The article mainly proposes Jiangxi's ecological poverty alleviation from an institutional perspective:establish and improve the ecological poverty alleviation planning and guidance system,improve the value realization mechanism of ecological products,strengthen the ecological poverty alleviation interest linkage mechanism,innovate the ecological industry poverty alleviation and hematopoietic mechanism,and build the ecological poverty alleviation green financial guarantee mechanism.
