摘要
邻里互助养老模式的发展具有阶段性特征,“预阶段”是邻里互助养老的准备期。在“预阶段”中,城市老年人的日常参与能够形成社区内生力量,推进邻里互助养老的发展。但当前老年人社区日常参与的基础性被重视的不够,导致邻里互助养老的支持力量开发不足。本文从社区治理的角度,以社区日常参与的基础性认识出发,通过增加老年人的日常参与机会、整合社区老年自组织资源、倡导日常生活中互助关怀教育、互助养老制度建设等途径,推进邻里互助养老“预阶段”的发展。
The development of neighborhood mutual-aid elderly care is characterized by stages,while the“pre-stage”is its preparation period.In this stage,the daily participation of the urban elderly can form an endogenous community-related power and promote the development of neighborhood mutual-aid for the aged.However,there is insufficient attention given to the basis of the daily community participation of the elderly,which leads to insufficient development of the support power of neighborhood mutual-aid for the aged.From the perspective of community governance and with the basic understanding of the community-based daily participation,this article encourages more daily participation of the elderly,integrate self-organizing resources of the aged,popularize mutual-aid education in their daily life,and quicken the institutional construction for the development of neighborhood mutual-aid elderly care at the pre-stage.
