摘要
养老服务政策是公共政策在养老服务领域的主要表现,养老服务的高质量发展是缓解老年人养老服务需求不均衡的重要途径。以27份政策文本为例,通过对养老服务的政策文件进行量化分析后发现:在发展养老服务方面,政府对三类政策工具(环境型、供给型、需求型)的使用呈现出过多(55%)—适中(28%)—不足(17%)的状态,各政策工具的内部结构配比不均衡,且对社会多元主体共同参与养老服务发展的关注力度不够。基于此,在未来的养老服务政策设计中应提高政策工具使用的内外部均衡性,提升社会多元主体共同参与的力度。
The policy of old-age service is the main performance of public policy in the field of old-age service.The high-quality development of old-age service is an important way to alleviate the unbalanced demand of the elderly.In 27 policy text,for example,through the quantitative analysis of pension service policy documents found:in the development of pension services,the government's use of three policy tools(environmental,supply,and demand)is too much(55%)-moderate(28%)-less(17%),the internal structure of the policy tools is not balanced,and the social multiple subject involved in the development of pension services is not enough.Therefore,the internal and external balance of policy tools should be improved in the future policy design of old-age services,and the strength of the participation of social multi-subject should be enhanced.
